ANAK MUDA BANGUN DAN LAWAN
HUTANG TAJUDDIN?
DASAR PENDIDIKAN PERCUMA MENYEDIAKAN ELAUN SARA HIDUP SELEPAS PENGHAPUSAN PTPTN
Perdebatan mengenai dasar pendidikan percuma yang ditawarkan Pakatan Rakyat merupakan satu perkembangan baik mutakhir ini. Keprihatinan rakyat, terutamanya golongan pelajar dan orang muda mengenai masa depan pendidikan tinggi di Malaysia memberi harapan ke arah masa depan negara yang lebih cerah.
Dalam kehangatan perdebatan ini, ada pihak tidak bertanggungjawab yang cuba memesongkan isu dengan memberi gambaran bahawa dasar pendidikan percuma tersebut akan menyebabkan pembiayaan sara hidup (yang kini diberikan melalui PTPTN) akan dihapuskan sama sekali.
Perbincangan mengenai mekanisme pembiayaan sara hidup pelajar selepas PTPTN dihapuskan dan pendidikan percuma diperkenalkan telah dibincangkan dengan terperinci di peringkat KEADILAN dan Pakatan Rakyat.
Sukacita saya menggariskan rangka kasar dasar pendidikan percuma untuk menangkis dakyah pihak lawan bahawa penghapusan PTPTN akan menghentikan pembiayaan sara hidup, seperti berikut:
1. Pelaburan yang besar akan dibuat untuk menambah peluang pendidikan tinggi di institusi awam, termasuklah pembinaan universiti teknikal khusus bagi lepasan sekolah yang lebih berminat di dalam kemahiran teknikal. Ini penting untuk mengimbangi jumlah tempat yang ditawarkan di institusi awam berbanding institusi swasta, seterusnya mengelakkan pergantungan kepada pendidikan tinggi berbayar di masa hadapan;
2. Yuran pengajian di institusi awam akan ditanggung sepenuhnya oleh kerajaan. Kerajaan juga akan menyediakan elaun sara hidup untuk menanggung kos sara hidup bagi pelajar-pelajar yang layak. Kelayakan untuk menerima elaun sara hidup dikira berdasarkan tahap pencapaian akademik dan latar belakang sosio ekonomi pelajar mengambil kira tanggungan keluarga;
3. Bagi pelajar di institusi awam yang tidak memenuhi syarat untuk menerima elaun sara hidup kerana datang dari keluarga berpendapatan tinggi, mereka boleh memilih untuk membiayai sendiri elaun sara hidup atau layak untuk memohon pinjaman elaun sara hidup dari satu tabung khas untuk membiayai kos sara hidup dan pendidikan swasta yang akan ditubuhkan kelak;
4. Bagi pelajar yang tidak mendapat tempat di institusi awam, mereka boleh terus memohon untuk meminjam dari dana pembiayaan seperti yang ditetapkan di dalam (3). Pembiayaan pendidikan akan meliputi yuran dan kos sara hidup pada kadar yang ditetapkan, mengambil kira subsidi yuran yang akan diberikan kerajaan sepadan dengan yuran purata bagi kursus yang setara di institusi awam; dan
5. Pembiayaan untuk menampung elaun sara hidup dan sebahagian yuran di IPTS seperti yang diterangkan di atas tidak akan dikenakan sebarang faedah.
Prinsip ini akan digunapakai oleh Pakatan Rakyat untuk merangka mekanisme khusus dalam melaksanakan dasar pendidikan percuma kelak. Ia jelas menangkis dakyah pihak lawan bahawa dasar pendidikan percuma akan merugikan pelajar Melayu/Bumiputra kerana ketiadaan pembiayaan sara hidup.
Sebaliknya, dasar pendidikan percuma akan meluaskan akses kepada pendidikan tinggi percuma kepada lebih ramai rakyat Malaysia pelbagai kaum. Pada masa yang sama, ia menukar model pembiayaan pendidikan tinggi yang kini terbukti menindas rakyat dan tidak dapat bertahan di masa hadapan.
Saya menganggarkan peruntukan tambahan untuk menyediakan elaun sara hidup, menanggung baki yuran yang kini dibayar pelajar dan menyediakan subsidi yuran yang setara kepada pelajar di IPTS adalah sebanyak RM3 bilion setahun.
Persoalan pokok yang perlu dijawab oleh semua rakyat Malaysia adalah sama ada kerajaan mampu menanggung peruntukan tambahan sebanyak RM3 bilion setahun ini.
Saya percaya penghapusan konsesi tol lebuhraya seperti yang dijanjikan di dalam Buku Jingga akan menjimatkan sebanyak RM5 bilion setiap tahun, kerana inilah wang pampasan yang dibayar Barisan Nasional kepada pengendali konsesi lebuhraya setiap tahun. Wang ini lebih dari cukup untuk menampung peruntukan tambahan sebanyak RM3 bilion yang diperlukan untuk menyediakan pendidikan percuma.

BalasPadamKalau tak nak bagi free pun, bagilah pinjaman tanpa faedah. Kalau tak pun bagilah free kepada keluarga yang pendapatan rendah. Kalau tak pun jadikanlah pinjaman itu sebagai pinjaman boleh ubah seperti yang dibuat oleh mara. Kalau tak pun, bagilah peluang peminjam bayar setelah gaji besar dan bayaran rm50 sebulan.
