PETALING JAYA: The government will not do away with the vital revenue generating excise tax as opposed to the abolishment of Sales and Services Tax (SST) upon the introduction of the recently announced Good and Services Tax (GST).
BalasPadamMinister in the Prime Minister’s Department Idris Jala said Malaysia will not abolish the duty as it is still an important source of revenue.
His comments came just days after Prime Minister Najib Tun Razak announced the GST last Friday in Budget 2014.
“Excise duty will stay, it is earning good revenue for the government. It will not be removed now, we have taken away the SST,” he said at the Global Malaysia Series — Banking on Asean: Leveraging the Growth Potential of South- East Asia forum in Kuala Lumpur yesterday.
Excise duty generates RM7 billion for the exchequer annually and are imposed on certain imported or locally manufactured goods such as liquor, tobacco, motor vehicles, playing cards and mahjong tiles.
Last Friday, Najib unveiled a budget that ensured fiscal discipline and subsidy rationalisation initiatives to tackle the gaping fiscal deficit of 4.5% to the gross domestic product (GDP) and rising national budget of 53% to the GDP.
This is largely to avert foreign rating agencies from downgrading Malaysia, after Fitch Ratings downgraded Malaysia’s growth outlook to negative in July, mainly due to weak public finances and budgetary reforms.
Speaking at the same event, Group chief executive officer of CIMB Group Holdings Bhd Nazir Razak termed the budget as a “right budget” to tackle prevailing fiscal imbalances in the country.
“Its a right budget to have at this point of time, when expenditure increase is less than revenue increase.
“It is set to meet 3.5% fiscal deficit in 2014. Rating is a slippery slope and we can’t go down that path,” said the banker, adding the government should focus on “spend management” to curb expenditure.
The government is introducing the GST at a rate of 6%, which is expected to boost revenue by RM26 billion annually, to replace the SST. Malaysia joins some 160 countries worldwide in adopting the new tax regime that will kick in on April 1, 2015.
